Few have ever seen Oakum’s true face, and even fewer know Oakum’s true gender. Standing at 5’11” inches, it’s hard to know for sure whether this figure is in fact male or female, not to mention the clothing Oakum wears obscures most any Secondary Sexual Characteristics that might help one to discern the truth. The fact that either the mask or the collar Oakum wears acts to alter his or her voice doesn’t help much either. Garbed from head to toe in the fineries offered to the crowned regent (plus a cape), not an inch of skin is normally visible on this individual. That said, for some reason this person wears heeled boots, elevating his or her height a good three or so inches.
Oakum’s real face is fairly androgynous, lacking any really defined or gaunt structure as one might expect on a male, but the soft features presented aren’t really enough for one to label it female either. Given the unusual color-schemes of some of the nobles, one might be surprised to find how ordinary (in comparison to humans anyway) her hair and eye-color actually is; for Oakum’s hair is blonde and Oakum’s eyes are blue (maybe not average for humans, but certainly more common than naturally green or white hair in people only 30 years old). As for hair-style, it’s cut relatively short in the back, at about neck level and parted at the middle in the front (the front and sides being longer than the back), two large strands of hair seemingly defying gravity as they arc to either side.

Normal Attire:: As described above, generally just the fineries offered to the regent. Of course on top of all this is Oakum’s trademark mask/helmet, possessed of a purple “lens” or eye-shield and a black frame.
When out of costume though, Oakum generally wears a wide variety of clothing one would never expect Oakum to; that is to say, Oakum wears disguises.

Personality:: Insane. That’s the only way to describe her. The very epitome of insane royalty. “Hard” does not even begin to describe just how difficult it is to figure out what she’s thinking. At any point she might whip out a pistol and kill one of her subordinates and then reward one of her others within the same breath. Despite being so unpredictable and capricious, she has managed to achieve more stability in the Oakum kingdom than any previous regent… somehow. She is neither a devil nor a saint, but instead can be plenty of both in the most unexpected ways imaginable.
It also deserves note that, despite her very apparent insanity, she seems to be very intelligent in certain ways. Particularly in regards to the pains she’s gone to in erasing her identity from the public’s knowledge. She wears a costume and mask for every public appearance; most people don’t even know her hair-color, much less her face. That said, she does take advantage of this fact and send androids dressed exactly like her to public events to give speeches, when she doesn’t feel like going (or when she feels like she has something better to do). Sometimes she even attends “her own speeches,” watching from the crowd while one of her mechanical stand-ins goes about its programming.
On a note of oddities, she actually seems to have a mental condition that only soldiers normally get. She has an over-awareness of her head and its immediate vicinity, almost on an instinctual level. On more than one occasion Joanne as actually managed to dodge bullets aimed at her head and, even more often, has reflexively broken hands that aimed to touch her helmet/mask.

As far as the world (or at least the nation over which Lord Oakum has reign) knows, Oakum has had one long uninterrupted time in power… just with unexplained severe changes in personality and sometimes height and weight. Though originally the whole alter-ego was passed on from father to son, mother to daughter, mother to son or father to daughter, eventually it became more common for it to simply be stolen without anyone ever noticing. Eventually it almost became a rite of passage that whosoever managed to replace the previous Lord Oakum, and however they did it, showed the deftness, wisdom or skill with espionage necessary to lead the country. Not to mention it proved to be show of skill that became successively more difficult with each passing generation (as each new replacement knew “how he” or “how she” would do it, as they had already done it themselves.
As a result, much of the kingdom’s history was unstable to the say the least. Sudden political rifts were not uncommon, long-time friends of “Lord Oakum” would suddenly and inexplicably disappear or otherwise be executed in public. The changes in policy ranged from impressive to insane to amazing to antagonistic and onwards. Some of the “Oakums” didn’t even last a decade before being forcefully replaced, as their attempts to hide their identity only drew attention to them (like one individual who killed every person who knew him, only this tipped someone off and they eliminated and replaced him).
A few of the Oakums technically weren’t even nobles and were in fact humans (meaning those abnormal individuals born of normal circumstances) who had the drive and desire to be at the top. Also of interesting note; many of the “humans” were notoriously less insane than many of their noble predecessors and successors.
This particular Oakum, that is Jo’anne Arclite, is of Noble but nearly unknown origin. Her family was not small, it was miniscule. In three generations they barely had six people between them (counting those who married into the name) and nearly all but Jo’anne were ill or dead. Now the word “Ill” means two things; the first being that mental illness ran in the family; the second being that Paradise sickness did as well. They were alive and in a coma or alive and nearly (or completely) insane.
Now the reason most people royal/noble families of ages past had so many insane members was the result of inbreeding. In this particular case though, it’s hard to say. The reason they remained so small is likely the result of their insanity… and the fact that a good chunk of them were comatose.
Joan is basically the last of her line. Her only sibling is dead (she killed him), her mother is locked away in some cell somewhere mumbling to herself, her father is comatose, her grandfather on her father’s side has gone senile, her grandmother on the same side is also senile and her grandmother and grandfather on her mother’s side are comatose.
Now if most people killed their brother, they’d swear up and down it was an accident. This particular woman though claims she did it intentionally. When asked why, she simply clams up. In reality, her brother was also mentally unstable and had actually killed quite a few of his involuntary playmates (by accident, by playing games with them that were far too dangerous for children to play).
At one point, her brother decided to play another of his “dangerous games” and, though Joan was aware of just how dangerous it was, she didn’t try to convince him to be careful or any such thing. In fact, she was betting on the possibility that he’d die. Somehow she just figured it’d be better for him to be dead than to continue in his current state; parentless and clearly a danger to those around him.
Of course it probably would have taken an insane 10 year old to come to that conclusion, but she did. And so she was the only Arclite left that was even semi self-sufficient. Eventually one of the other noble families took her into their care and raised her not as a child, but as a future soldier of the Oakum Empire. Apparently she was looked upon as a favorable candidate simply because at such a young age she seemed so well prepared for a life of death (plus she was just crazy, and crazy soldiers were the best kind).
At age 18 Joan was a fully accomplished soldier in Oakum’s army, having received medals and commendations by the box-loads. The reason why she was so well commended was because she took the suicide missions (and was usually the only one who did) and successfully completed them. Even when it was only her against an entire enemy squadron consisting of no less than fifteen people armed with heavy weaponry, she successfully defeated her enemies by herself. The reason for her success could probably be blamed on her bizarre tactics and general ability to throw people off their game. Their tactical forecasters never knew what to throw at her because they literally had not a single damn clue what she was thinking. One particularly unfortunate group drew to a halt when they found a ridiculous amount of banana peels in the middle of the road; that moment of hesitation and confusion was all it took for Joan to distribute explosives among the vehicles and simultaneously blow every last one of them to hell.
At roughly age 23 was when Joan seized the throne. Of course no one has ever asked her how or why she took over, but one can imagine it was much the same as what her superior officers had expected of her up until her mysterious disappearance; crazy ass crazy and one day just deciding “I feel like being Oakum.” Though most of her missions were solo-missions, she did have some commanding experience.
Since coming into power she’s constructed a rather large android army in place of a royal guard, she frequently uses them for assaults and they seem to steadily be replacing the bulk of Oakum’s armed forces, as more often than not they’re more physically capable than their organic counterparts. Not to mention they follow orders well enough and are not afraid of suicide missions.
As for political policies, she leaves many of the things like taxes and so on to the rest of the government (only stepping in when she so desires). But she has set up a new program for inmates, where she gives those on death-row the option of serving in the armed forces (and being Resocialized (brainwashed)) or carrying out their execution. She has also started up a new program for veterans’ hospitals and recruitment offices wherein they replace any lost or defective limbs or organs with cybernetic prostheses (the bonus of course being that they get to keep their new limbs if they serve at least five years in the army), effectively doubling the recruitment rate and allowing for veterans to re-enlist. That said, most of the only counseling for soldiers is done on volunteer work from counseling sources not related to Lord Oakum, because she doesn’t actually believe in crazy people.

Children:: There are many claims of illegitimate heirs (by women claiming to have spent a night with the regent), but given that Oakum is female (and that more than 99% of the Oakum citizens don’t know her gender), it’s obvious that none of these claims are true (Though it is possible they were the result of previous throne-holders).

Saber - Oakum actually has what appears to be a green glass saber, but it is in fact an alchemically manufactured crystalline weapon. The weapon’s molecular makeup actually makes it stronger than most metals (thanks to its crystalline composition), allowing it to, in fact, cut into some of the high grade metallic alloys used in forging the armor so many androids and such are made of. It is not guaranteed to cut through another blade or weapon, but between this weapon and its opponent, if one were to break, it would likely be the opponent’s blade. The saber was actually forged in the style of a fencing saber, being roughly the same length, width and weight, but with a bit more of a curve compared to some fencing sabers (somehow this curve does not actually diminish its stabbing capabilities). This weapon is not one of a kind (that is to say, it is not the only alchemically manufactured crystalline sword) but it is custom made (as in not mass-manufactured) and extremely rare.
Muscle Suit – Oakum has a muscle suit. It is something like a cybernetic exo-suit one might find (compare with the idea a human sized form of a Knightmare), but is actually far different in its construction. While it serves the same basic purpose of strengthening, protecting and optimizing Oakum during a combat situation, it does not use machinery to do so. It actually uses artificial muscles that respond not only to electrical signals in the suit, but to Oakum’s own movements, injuries and body temperature. It seems to have been made through the use of alchemy, but what is most interesting is that it does not weaken Oakum’s natural body strength or endurance and, in fact, actually assists in her own muscle growth (the electrical signals of the suit seem to have something to do with this). This suit actually allows her to do a few things, namely run at nearly inhuman speeds, jump several tens of feet into the air and survive a fight quite a heavy hit (in example, she could get hit by a car, skid several feet and slam into a wall and be relatively okay). That said, the suit’s weaknesses are a lot like a human body’s. Apparently the muscles actually utilize some of Oakum’s own bodily nutrients to keep running and, though it does help keep Oakum warm in exceedingly cold weather (going so far as to prevent hypothermia, even when submerged in nearly arctic waters) it has an extreme weakness to heat and slicing or piercing weaponry. The suit may keep its wearer warm, but it does not keep its wearer cool under extreme circumstances., and since it is manufactured from stronger materials similar to that of the human body, its muscles may greatly increase the chance of Oakum surviving a bullet or stab wound (by way of say putting pressure on a wounded limb to help cut off blood-flow for example) but the muscles of the suit itself are not bullet or knife proof in any way (meaning the suit can get damaged too). This suit is partially responsible for obscuring her gender.

Object: A choker that’s not really visible below a collar or any other such thing.
Range:: The range depends on whether Technokinesis or Technopathy are being used. For maximum Technokinetic effectiveness, physical contact is required, but the maximum limit is roughly 10 feet. Technopathy’s limit is roughly 200 yards away, but the range can extend further if there’s a series of wireless electronic devices between the target and the user. This means that if there’s a computer 50 yards away with a connection to a computer two miles away, she can access the computer two miles away.
Effect:: Basically this is a mixture of technokinesis and technopathy.
Technokinesis means that she can control the moving parts in a machine (specifically electronic devices). For example, if she were to be touching a giant robot from the outside, she could control its movements without being in the pilot seat. She could also cause a few machines to work in unison that normally would not (like a bus functioning as a skate-board for a giant robot, etc. etc.). The condition of controlling two machines like this though is that they have to be physically touching one another. She could also technically force a machine to work relatively well even if it’s broken. Like let’s say the cock-pit of a plane is totally demolished, she could still make it fly and so on. There is a limit on the effectiveness of this ability though; if a machine should have a pilot that was actively controlling it, the most she could do would be cause the machine to temporarily stop moving (like causing a car to come to a halt that was about to hit her), or at least cause a part of it to stop moving (like stopping a giant robot from punching her), she could not cause it to crash into walls, force an arm to move in a desired direction and so on. However, it should be noted that while this does work on something with at least one electronic aspect, it does not work on good old fashioned industrial machinery with no electronic part of its design. In example, it might be able to prevent a laser from firing, but it could not prevent a pistol from firing. It might be able to make a car with a GPS system move, but a car that had no electronic devices in it whatsoever (like a car from the 1940s) she could not control at all.
Technopathy basically just means she can mentally interact with machines; she can send text messages using her mind, she can give commands to her android army, she can even hack into electronic devices like an ATM and cause it to spit out money. Basically this is something like a mental uplink. Her ability to interface with automatic things is much easier than her ability to interface with manually controlled things; ie she can sometimes literally see what one of her androids sees and tell it to move its arms or legs and so on, but she couldn’t use this ability to see what a Cyborg is seeing (as a cyborg already has a human brain in charge of it) or thinking. As an interesting note, it does allow her to “download” information from random machinery or “upload” commands (like she can make a certain image appear on a TV screen etc. etc.).

This suit actually allows her to do a few things, namely run at nearly inhuman speeds, jump several tens of feet into the air and survive a fight quite a heavy hit (in example, she could get hit by a car, skid several feet and slam into a wall and be relatively okay). That said, the suit’s weaknesses are a lot like a human body’s. Apparently the muscles actually utilize some of Oakum’s own bodily nutrients to keep running and, though it does help keep Oakum warm in exceedingly cold weather (going so far as to prevent hypothermia, even when submerged in nearly arctic waters) it has an extreme weakness to heat and slicing or piercing weaponry. The suit may keep its wearer warm, but it does not keep its wearer cool under extreme circumstances., and since it is manufactured from stronger materials similar to that of the human body, its muscles may greatly increase the chance of Oakum surviving a bullet or stab wound (by way of say putting pressure on a wounded limb to help cut off blood-flow for example) but the muscles of the suit itself are not bullet or knife proof in any way (meaning the suit can get damaged too). This suit is partially responsible for obscuring her gender.

Object: A choker that’s not really visible below a collar or any other such thing.
Range:: The range depends on whether Technokinesis or Technopathy are being used. For maximum Technokinetic effectiveness, physical contact is required, but the maximum limit is roughly 10 feet. Technopathy’s limit is roughly 200 yards away, but the range can extend further if there’s a series of wireless electronic devices between the target and the user. This means that if there’s a computer 50 yards away with a connection to a computer two miles away, she can access the computer two miles away.
Effect:: Basically this is a mixture of technokinesis and technopathy.
Technokinesis means that she can control the moving parts in a machine (specifically electronic devices). For example, if she were to be touching a giant robot from the outside, she could control its movements without being in the pilot seat. She could also cause a few machines to work in unison that normally would not (like a bus functioning as a skate-board for a giant robot, etc. etc.). The condition of controlling two machines like this though is that they have to be physically touching one another. She could also technically force a machine to work relatively well even if it’s broken. Like let’s say the cock-pit of a plane is totally demolished, she could still make it fly and so on. There is a limit on the effectiveness of this ability though; if a machine should have a pilot that was actively controlling it, the most she could do would be cause the machine to temporarily stop moving (like causing a car to come to a halt that was about to hit her), or at least cause a part of it to stop moving (like stopping a giant robot from punching her), she could not cause it to crash into walls, force an arm to move in a desired direction and so on. However, it should be noted that while this does work on something with at least one electronic aspect, it does not work on good old fashioned industrial machinery with no electronic part of its design. In example, it might be able to prevent a laser from firing, but it could not prevent a pistol from firing. It might be able to make a car with a GPS system move, but a car that had no electronic devices in it whatsoever (like a car from the 1940s) she could not control at all.
Technopathy basically just means she can mentally interact with machines; she can send text messages using her mind, she can give commands to her android army, she can even hack into electronic devices like an ATM and cause it to spit out money. Basically this is something like a mental uplink. Her ability to interface with automatic things is much easier than her ability to interface with manually controlled things; ie she can sometimes literally see what one of her androids sees and tell it to move its arms or legs and so on, but she couldn’t use this ability to see what a Cyborg is seeing (as a cyborg already has a human brain in charge of it) or thinking. As an interesting note, it does allow her to “download” information from random machinery or “upload” commands (like she can make a certain image appear on a TV screen etc. etc.).
